Researches prove that the requirements of international and domestic legal norms concerning the people arrested, detained and convicted in RA are not always ensured in practice.
Each prisoner, irrespective of the reasons of his imprisonment, should be protected, and all his rights should be respected.
The of Human Rights Defender’s Office encompasses Torture Prevention Expert Council, which constantly monitors the situation in penitentiaries, and we, as defenders of detained people’s rights, make visits to places of detention by our own initiative to ensure legal options of their protection.

We are worried about
In police departments still exist cases of torture and inhuman treatment of detained people.
The cells in places of detention are overcrowded with lack of normal living conditions and sanitary norms.
Prisoners do not receive proper medical treatment and the accessibility to healthcare is limited.
In places of detention the issue of employment is extremely unsatisfactory; the prisoners are not provided with work, have no opportunity of public and cultural life.
People in detentions, while protecting their own rights, cannot properly use all the regulations prescribed by law.
There are no any normal conditions for presuming their right to education for prisoners. In particular, it is worth mentioning that in “Abovyan” Penitentiary the education of juveniles is not properly implemented because of lack of material and technical basis and specialized psychologists.
There are no appropriate living conditions for prisoners with disabilities. Wheelchair disabled are deprived of the right to move independently.
